Panama is the one route on this calculator where the destination publishes its fees and you can add most of the bill up in advance. It is also the route with the most paperwork per animal: five vaccinations for a dog, four for a cat, and a health certificate that has to be legalized by apostille before it will be accepted. Panama uses the balboa, which is fixed at one to one with the US dollar, so every fee below reads the same in either currency. Freight on this lane is quoted per booking. Airlines price live animals on chargeable weight: whichever is greater, the actual weight or a volume figure worked out from the crate. For pets the volume figure almost always wins, which is why crate size drives the flight cost more than the animal does. The volumetric divisor is the industry standard 166 cubic inches per pound.
No carrier publishes a live animal tariff for the Panama lane, so freight is priced per booking once the crate size and the dates are known. We will not print a number we cannot source. For scale, published long-haul lanes carry minimums of $690 to $720 plus a $150 processing fee, and a large crate frequently bills at 60 to 70 kilograms of chargeable weight. Panama City is a short hop from several US gateways, so this is one of the cheaper international lanes to fly.

Whichever carrier takes the booking sets its own hold conditions, crate rules and pet charges, and those vary more between airlines than the fares do. Two inspections, two agencies, two fees. Panama runs the agricultural side through MIDA and the public health side through MINSA, and both inspect the animal at Tocumen. That is B/. 15.00 to MIDA and B/. 40.00 to MINSA per animal, plus B/. 10.00 for the import license per species. The USDA endorsement stays in the $101 band because no test result has to be verified on the certificate.
Panama does not accept the export health certificate on its own. The certificate has to be legalized, either by apostille or by certification at a Panamanian consulate, and it must be no more than 30 days old when the animal travels.
An apostille is issued by the Secretary of State of the state where the document was signed, and it takes its own time and its own fee. On a tight schedule it is the step that breaks the plan, because it sits after the USDA endorsement and before the flight, and neither your veterinarian nor the airline will remind you about it. Build a week into the timeline for it and more if the state office is slow.
The other thing to plan for is the vaccination list. A dog needs rabies, distemper, hepatitis, leptospirosis and parvovirus. A cat needs rabies, feline viral rhinotracheitis, calicivirus and panleukopenia. A puppy or kitten can be vaccinated against rabies from three months of age, and the vaccination has to be given at least 30 days before travel.
Panama asks for the documentation to be sent ahead by email, three to five business days before the animal arrives. That is short by international standards and easy to meet, but it is a hard step rather than a courtesy, and it is what allows the airport process to be finished the same day.
The operational detail worth knowing is that the two offices keep different hours. The MIDA veterinary service at Tocumen runs 24 hours. MINSA runs 07:00 to 22:00. An arrival at two in the morning clears one half of the process and waits for the other, so on this route the arrival time is worth choosing deliberately rather than taking whatever fare is cheapest.
If a strict home quarantine is applied, Panama publishes that at B/. 130.00. Confirm the terms with MINSA for your own dates, since the length is set at inspection rather than published in advance.
Your vet sets their own fees, and on this route there are more of them than usual because of the vaccination list. The examination, the vaccinations, the parasite treatments and the certificate paperwork are priced by your clinic. The apostille fee is set by the issuing office. Crate size is the single biggest lever, because it drives chargeable weight, and on a quoted lane it is the number the carrier prices from. After that Panama is unusual in that the government charges scale per animal rather than per certificate: B/. 15.00 and B/. 40.00 are each per animal, so a second pet adds B/. 55.00 in inspection fees on top of its own crate and freight, where the USDA endorsement is still shared. Season matters at the US end, since summer heat embargoes narrow the booking window from May, and Panama itself is warm year round, so early and late departures do more work here than they do on a northern route.
